Spokane Police Department Change in Policy
Effective February 2, 2009
1)SPD will institute a policy of not dispatching officers to alarm calls when the alarm company does not provide the alarm site permit number.
Each alarm company with accounts in the City of Spokane, Washington is required to send a list of their customers to the Spokane Alarm Administrator. If you have not done this, your customers do not have permit numbers and, therefore, will not qualify for a police dispatch.
2)SPD will institute a policy of not dispatching officers to alarm calls when the alarm company has not followed ECV (Two Call Verification) prior to requesting a police dispatch.
ECV: (Enhanced Call Verification) requires that the alarm operator make a minimum of two telephone calls to different numbers in an attempt to verify that the alarm is not false. The first call is typically to the protected premise, and if unsuccessful in reaching a responsible person, a second call must be made to
a second number such as the cell phone of the property owner or manager.
These are not a changes to the ordinance. The requirements have been in effect since passage of the ordinance in 2006.

The Spokane Police Department would like to express it’s appreciation to the alarm industry for their cooperation and for the success of the false alarm reduction program to date. Alarm dispatches have been reduced by 70% and fee collections are above 90%. The enforcement changes that will take effect on February 2 are for the purpose of bringing all alarm companies into compliance and create a level playing field for all.
